Radio Interoperability Needs Governance More Than Technology
Even individually tackling some of the many problems that hinder interoperability today – proprietary technology, insufficient radio spectrum and lack of funding – won’t lead to full communication among first responders until all stakeholders involved begin to collaborate.
Though the level at which the governance structure should originate is open for discussion, what’s not is that the interoperability problem, though it only rears its ugly head occasionally, must be fixed. The National Governors Association tabbed it as its top priority, and it will take painstaking, coordinated efforts among first-responder and local agencies to do it.

During times of disaster, war or natural calamity effective communication can save many lives. Thus the need for an effective communication is very vital. If there is a slack in communication then we can be assured that there was no awareness or knowledge as to the advantages of having an effective communications system. If this situation arises in the military, then the higher commanders are blamed for being so careless. During times of emergency all communication lines might be down.
Direct contact with the outside world might be impossible and this is where mobile tactical communications systems are needed. These communication systems must be used effectively to minimize the damage during critical times. Mobile tactical communications can also be used to prevent humans being affected by disasters before it turns out on a big scale.
